Workshop on Quality Assurance and Accreditation for Higher Education Institutions and Colleges of Education

On the morning of 26 November, the Ministry of Education and Training (MOET) organised a hybrid seminar, combining in-person and online participation, with the main venue at MOET and approximately 300 higher education institutions, colleges of education, and domestic educational quality assurance centres. The event brought together over 2,000 delegates. The seminar focused on ensuring and accrediting educational quality, aiming to share experiences in measuring learning outcomes of training programmes in accordance with both national and international standards.

Key contributors to the seminar included representatives from the Ministry of Education and Training, notably Prof. Dr. Huynh Van Chuong, Director General of the Quality Management Department, alongside international experts such as Assoc. Prof. Dr. Scott Danielson (ABET) and Dr. Johnson Ong Chee Bin (AUN-QA). Representatives from Lac Hong University and domestic educators also participated. The seminar created a vibrant forum for sharing expertise and knowledge. Notably, the presence of representatives from seven domestic quality assurance organisations enriched perspectives and diversified proposed solutions.

During the workshop, Assoc. Prof. Dr Scott Danielson shared approaches to measuring learning outcomes aligned with ABET standards, emphasising the practicality of these assessment tools. Dr Johnson Ong Chee Bin introduced AUN-QA standards, highlighting the importance of developing evaluation tools tailored to the specific contexts of individual institutions. Notably, representatives from Lac Hong University provided valuable insights. Dr Lam Thanh Hien, Rector of the university, discussed practical experiences in ensuring programme quality, particularly in applying both national and international standards.

  • Learning Outcome Measurement Software

A standout feature of the workshop was the presentation by Dr Le Phuong Truong, Head of Testing and Quality Assurance at Lac Hong University, on the "Learning Outcome Measurement Software." This tool, developed and implemented by Lac Hong University since 2018, is based on the standards set by the Ministry of Education and Training, ABET, and AUN-QA. The software effectively supports institutions in measuring programme learning outcomes. Initially applied to two programmes in 2018, it has since been expanded to all academic programmes at the university, paving the way for future improvements in measuring and enhancing higher education quality in Vietnam.
